Next month, Thailand’s central bank will start work on a prototype for a payments system that uses a central bank digital currency, or CBDC.

The central bank of Thailand today announced plans to build a prototype for a payments system that relies upon a central bank digital currency.



A central bank digital currency, or CBDC, is a digital currency created by a central bank; unlike cryptocurrencies like Bitcoin, it does not run on a decentralized ledger. Central banks are interested in them because they promise lower transaction fees and fast speeds.



Thailand’s prototype is for a commercial payment system that will, it claims, make payments more efficient, faster and more flexible. The system will integrate into the systems of Thailand’s oldest cement company, the 106-year-old Siam Cement Public Company Limited, as well as its suppliers. 




Work on the prototype will begin next month and should be wrapped up by the start of 2021, said the central bank. Upon its conclusion, the bank will evaluate it and publish its findings. 




“The project marks an important step in broadening CBDC’s scope and adoption to wider audiences, starting with large corporates,” it wrote in a statement. 




The prototype builds on the Bank of Thailand’s development of “Project Inthanon,” its broader digital currency project. The bank has previously partnered with the central bank of Hong Kong to build a prototype for a cross-border payment system. 



That prototype was completed in December and relied upon Corda, the blockchain platform created by blockchain company R3. The Bank of Thailand said it will continue to work with the city state’s central bank, the Hong Kong Monetary Authority. 



The bank said today that it “remains open to private sector engagements to further promote innovation and explore potential use cases for future adoptions.”



In its mission for a central bank digital currency, Thailand will rival the initiatives of nearby China and neighboring Cambodia. Both are being piloted. While China’s, termed the DCEP, doesn’t use blockchain, Cambodia’s does. 



Called “Project Bakong,” the blockchain-based currency would allow transfers from fiat currency; the digital currency could then be used to buy things in Cambodia. However, it wouldn’t be a public cryptocurrency that could be traded on crypto exchanges.

Crypto derivatives trading platform Delta Exchange has today launched options trading for two major altcoins, BNB and LINK




Cryptocurrency derivatives trading platform Delta Exchange has today launched options trading for two major altcoins, Binance Coin (BNB) and Chainlink’s LINK.





In an announcement on June 19, the exchange indicated it would be following the launch of its options for BNB and LINK with similar contracts for Tezos (XTZ), Atomic Coin (ATOM), XRP and Litecoin (LTC).



Delta’s CEO Pankaj Balani told Cointelegraph that BNB and LINK are two of the most active coins on the exchange and that the launch of the new contracts was in response to “a lot of inbound interest from traders.”




Delta’s approach to crypto options trading
Delta already offers options for Bitcoin (BTC) and Ether (ETH), in the form of a specifically-designed contract called “Move.”




As reported, conventional options are tradable derivative contracts that allow market participants to purchase either a right to buy (a call option) or sell (a put option) a given asset at a specified “strike price.” This strike price is determined on or before the contract’s expiration date.



Options therefore provide exposure factors that include “moneyness” (the asset’s current price vs. the strike price), time to expiry and implied volatility. 




In the case of Delta’s Move contracts, these have been designed to enable market participants to specifically trade volatility in digital assets, “without taking any directional risk,” in the Balani’s words. He explained that:



“When trading these contracts, a trader is betting on the absolute value of the price movement of a coin rather than the coin going up or down.”




As Balani previously elaborated in an interview with Cointelegraph, the contract is essentially a call and a put option bundled together, and is therefore intended to make it simpler to understand for non-professional (retail) traders.




In line with the fees it currently charges for ETH and BTC Move contracts, the exchange will be taking a 0.05% rate on the contract. 




The BNB and LINK weekly contracts, and provide up to 10x leverage.




Strong precedent for crypto options in the industry 

Balani said that Delta has been seeing close to $4 million worth trading on BTC Move contracts and about $2 million in ETH Move contracts on a daily basis.

The authorities admit defeat—after two years spent trying to block the popular messaging app.

Popular messaging app Telegram has been officially unblocked in Russia.



Authorities had tried to block the app for two years, but Russians found ways around the ban.




Dissidents hailed an ideological victory, but Russia continues with plans for increased state surveillance.




Russian authorities have given up on trying to block its citizens from accessing Telegram. The move, announced on Thursday, has been depicted by Russian media as a rare and humiliating climbdown for President Vladimir Putin—an admission that the authorities’ attempts to block Telegram, which has almost half a billion users worldwide, failed.    




Roskomnadzor, which succeeded the KGB as Russia’s communications watchdog, said that the ban was lifted because the app’s founder, Pavel Durov, was now prepared to moderate and remove extremist propaganda. 




Alexander Gorbunov, a crypto trader and author of the popular political blog, StalinGulag, on Telegram, hailed the unblocking as an ideological victory. 



“[The authorities] could not do anything to limit access to Telegram, the messenger team turned out to be much more competent and technically prepared than the government department,” he told Decrypt. 



A Moscow court imposed the ban in April 2018, after Durov refused to cooperate with the authorities and share encryption keys—which would have given them access to users’ data.



The ban caused problems for thousands of ordinary Russian businesses. As Roskomnadzor battled Telegram, it took more than 16 million IP addresses offline (including its own website) and, inadvertently, cut many businesses off from the Internet. But Russians found ways around the ban, aided by Telegram itself. 



Lawmakers introduced a bill to unblock the app earlier this month, as the ban compromised efforts to disseminate information about the coronavirus pandemic.



Earlier this month, Durov announced improved tools for detecting and deleting extremist content on the platform—which had been of concern to governments worldwide. 



As well as Telegram, Durov is the founder of cryptocurrency project TON, which was scrapped in May, after the US Securities and Exchange Commission delayed its launch. Durov also founded VKontakte, Russia’s equivalent of Facebook. However, he was forced to abandon the platform and flee Russia when he refused to cooperate with the authorities.
